Based on the cities like Atlanta and Philadelphia, who have stopped counting their votes, it looks like Biden wants to buy time. This is a coordinated plan to put a pause on the process. The Trump team is probably prepared for this.
Only 31% in from DeKalb County, Georgia:
Biden - 102,612 (81.9%)
Trump - 21,034 (16.8%)

I was watching the SOS’s website. Biden built up such a strong lead in the core cities of Mpls and St Paul. Trump did not perform as well in the 2nd and 3rd ring suburbs.
He needed to do that in order to have a chance.

If Biden declares victory, that is a sign that they are executing the plan Rush mentioned today.
If he says something about waiting for all the votes to be in, then he knows he is in trouble.
