This is seriously turning into a “Jack Ryan” novel. “Executive Orders” had the same type of indicators in it (lack of monkeys). Along with the “pandemic” confusion over the election/replacement of a President, etc.

As the next best thing, members of the media could be used for testing, but then would the research results be applicable to humans?
Test it on Antifa and BLM rioters. Its a more ethical than testing them on poor innocent monkeys.
