i trace this back to the Freddy Gray riots in Baltimore...black chick mayor actually allowed then to riot to let them “express their feelings”..i was like wtf???..you never allow that to happen, no matter what the reason is...good way to have a break down in law and order....the riots in the 60’s, after shoot to kill orders and 30=40 got killed, then you had very quick end of rioting.
