At the end of March, Rhode Island governor Gina Raimondo issued an executive order directing police to pull over cars with New York plates at the state border and order them to quarantine for 14 days or face fines and possible jail time. New Yorkers were outraged. New York governor Andrew Cuomo claimed Rhode Island was motivated by fear and opined, I dont think the order was called for, I dont think it was legal, I dont think it was neighborly. He threatened legal action. Rhode Island replaced the order with a new one mandating that all travelers with out-of-state plates undergo a 14-day self-quarantine.
Now, Governor Cuomo is doing exactly what he condemned a few months ago. Pursuant to his Executive Order 205, New York has created a list of more than 30 restricted states from which travelers must quarantine for 14 days if they enter the Empire State. Violators may be subject to a fine of up to $10,000. These restrictions make little sense, are overbroad, and penalize rather than protect New Yorkers. And they are, as a practical matter, unenforceable.
The resulting New York travel advisoryjointly issued with neighboring states of New Jersey and Connecticuttargets states with ten or more positive Covid tests per 100,000 population, an absurdly low starting point. That means a random traveler from such a state has only a one in 10,000 chance (0.01 percent) of being positive. But a sick person is less likely to be traveling than an asymptomatic person. Since half or more of Covid-19 patients are symptomatic, we could cut these odds by half.
The advisory also targets states where 10 percent or more of tests are positive over a seven-day rolling average. But this statistic alone is largely meaningless.

Last I knew Cuomo was refusing to give out any stats on enforcement.
Meanwhile, confirmed positives are allowed to violate quarantine with impunity.
If stopped, just claim youre an illegal alien from Mexico, wanted for raping a 10 year old girl.
A couple of weeks ago, we had to go thru NY on our way to Maine.
We did our usual travel plans: Fuel, food, bathroom prior to the NY border and drove straight thru the communist states (NY, CT and MA) without stopping for anything for any reason other than to pay tolls. This trip, we didn’t even get our usual check stop (firearms, state inspection, registration, etc). We were surprised. Once in Maine, we went straight to our place in the far north woods....pretty much isolated from the insanity.
I believe MA has pretty much the same policy — although New England states (and NY and NJ) are currently considered “safe”, all other states (and Rhode Island) are considered unsafe. Any MA resident who travels to an “unsafe” area must fill out a MA state form documenting their potential disease, and must quarantine for 14 days or until they provide proof of a negative COVID19 test upon their return.
The level of fear is unreal.
ME: Hey, Fred ... Why did you set this up as a virtual meeting instead of meeting me outside for lunch at the place next to your office? Im in New York today and its a beautiful day! Are you sick?
FRED: Oh, sorry my assistant didnt tell you when she set this up? Im not at my office in New York. Im down in North Carolina, working out of my vacation home.
ME: You shouldnt be working while youre on vacation, Fred!
FRED: Im not on vacation, AC. I came down here for vacation a few months ago, and Im not coming back because that jackass Andrew Cuomo says Ill have to quarantine myself at home for 14 days. Thats idiotic.
ME (laughing): So youre staying down there until he lifts his quarantine order
FRED: Im never coming back, AC. We put the house in New York up for sale last week. We are letting our New York staff work from home wherever they live, but this is now a North Carolina company.
And thats how easy it is, folks. If New York was a publicly traded company, it would drop out of the S&P 500 by Thanksgiving ... and Id give it 12-18 months before it gets de-listed from the New York Stock Exchange.
Vermont is doing it county by county. And the status of counties can change every Friday.
Can’t imagine what that’s costing VT in terms of tourism dollars lost.
And we were in VT recently. VT is in bad shape.
And thats the real problem: Plagues come and go, but bureaucracy is forever.
NYS could have survived WuFlu. But we won’t survive our pols and bureaucrats.
One of the things that irks me is how arbitrary and changeable everything has become.
Although I understand a virus problem can be an evolving situation and strategies may need to be adjusted, I don't really think that's what's essentially going on.
Getting away from the virus for a moment:
My local supermarket used to put groceries in paper bags.
But that killed trees, so they started putting groceries in plastic bags.
But that killed sea turtles, so the town passed a law that neither paper bags nor plastic bags were allowed, and patrons MUST bring re-usable cloth bags for their groceries.
Then the virus hit, and cloth bags were seen as virus reservoirs and they were banned, and plastic bags were mandated.
They recently banned plastic bags (again) and mandated paper bags and nothing else.
It changes all the time. It's just a fun game they play to see if we are willing to jump through hoops for them.
What a hypocrite Cuomo is. I remember when it was NY infecting the rest of the country and states like Florida were considering a ban on people from NY on entering the state, Cuomo was outraged.
The NY stock exchange is actually owned by folks in Atlanta, Georgia....
I wonder if those folks in Atlanta have been getting any ideas lately....
I’ll just let that statement sit there awhile....
My first year of retirement and planned on finally seeing the autumn foliage up there, looks like one more year.
I’ve got a California family driving east, through New York.
Canada is “out” for travel. Will they face difficulties while crossing these many state lines?
“...My first year of retirement and planned on finally seeing the autumn foliage up there, looks like one more year....”
Foliage? When you finally decide to go, go to northern Maine instead. Pics of it just don’t do it justice. There is a state website that predicts when the foliage peak will be for different portions of the state which allows one to time their travel/destinations to that. The colors are unreal there.
“...Will they face difficulties while crossing these many state lines?...”
We drove up from TX/LA to Maine and had no issues...we didn’t even need to show our passports as we crossed into the commie states. /s I would suggest NOT stopping in the states mentioned in this thread though. Getting a hotel room in those states may require a negative virus test or something before one could get a room.
“..What a hypocrite Cuomo is..”
He’s more than that...he’s a mass murderer for what he ordered done to those elderly folks.
He should be arrested, charged and executed for mass murder and crimes against humanity for that. He’s no better than Josef Mengele for doing that kind of crap.
So maybe the NYSE could wind up on a server farm in rural Georgia?
It will get worse. The FIS ski race at Killington has been cancelled and moved to Europe. How many people will not book in Vermont for ski vacations. This must be one of Vermont's largest industries.
It also does not apply to politicians
In the way to and/or from Maine, pass through Peacham, Vermont, depending on the timing of the foliage and your timing.
All of New England and even down into PA has the bright foliage, but Peacham is my favorite.
If you have the time, start in northern and/or costal northern Maine as the foliage starts, and slowly follow it to the south, as it turns starting in the north first.
Higher elevations, such a Peacham and Danville, VT also turn sooner.
