Dumb bastard and his fellow travelers caused this and they believe they can command and intimidate their way out of it.
When CA decided to force the public utilities to purchase all residential and commercial solar at RETAIL rates they removed incentive for the utilities to build more 24-hour X 365 generation.
After all, why put up $300 million when most of the time you cannot sell the power.
