Both of those statements can be true: (1) Congress is holding up funding for the next phase of COVID relief; and (2) these payments are coming from funds that Congress has already appropriated.
And I'm sure her constituents are plenty pi**** over this check being delayed.

And Pelosi is saying the Republicans are the problem because they won't compromise on anything. I haven't seen any polls indicating which side is winning this issue. Unless there are then I doubt there will be any progress.
