Someone in the GCC had to be first, to test the waters of public opinion.
Others might also be negotiating for a bit more sweetener in their deal, or testing the reaction.
But I would expect more to come, like Kuwait or Bahrain. Whenever Saudi Arabia signs up though, the others (except Qatar) will fall right in.
