Attorney General Bill Barr on Monday said he does not expect U.S. Attorney John Durhams review into the origins of the Russia probe will lead to a criminal investigation of either former President Barack Obama or former Vice President Joe Biden -- while noting that their concern of potential criminality in the conduct of that probe is focused on others.
Barr, during a press conference on Monday, spoke at length about Durham investigation. He said he has a general idea of how the investigation is going, and confirmed that some aspects are being investigated as potential crimes.
Barr did say, however, that not every abuse of power, no matter how outrageous, is necessarily a federal crime.
As for President Obama and Vice President Biden, whatever their level of involvement based on what I know, I dont expect Durhams work will lead to a criminal investigation of either man, Barr said. Our concern of potential criminality is focused on others.

Maybe he could have said that all depends on information uncovered, instead of ruling it out altogether from the beginning. He has to know that this is not any rogue operation by people in the FBI, CIA etc., it had to have been approved at the top of the chain of command. I guess he could think that 0bama and Biden were just total figureheads and deliberately kept in the dark.

No, he agreed to a five year suspension of his license. He was free to petition to have it restored after that time.

Yes, a VP can be charged while in office if he commits a crime of his own initiative.
However, if he acts on direction of POTUS, POTUS’s immunity extends to him...and/or every other member of the executive branch.

Biden is alleged to have sold his office coercing money from Ukraine, China and others.
If Biden’s corruption was done at the direction of Obama, he will need to prove that in court. If he proves it, Obama can be sued civilly for such sums from which he will never recover if he loses.
