They can reconvene whenever they think proper.
However, under Article III sec 2 Trump can require them to convene, but there’s no way to then make them do anything. Schwarzenegger tried that with the California legislature, though I don’t recall the reason why. They refused to do anything, then adjourned. I don’t think such a move by Congress would work in this atmospheres though if they’re only going to convene to squander more

Heck, keep them out of session beyond 2020. We don't need the House, all they do is ruin things for Americans.

It's the individual state governors' calls - and it's a better than even bet that Democrat governors will make the wrong call, no matter which way and when they call it. With some luck, we'll even see some Democrat governors heads mounted on pikes above their state capitols before too long.

I happen to be a member of the scientific community (you are not).
I worked most of my science career in public health.
And, I'm over 70, which labels me as "vulnerable", although I feel fine.
I want the economy restarted ASAP. I'm a parent of adult "kids", and a grandparent of many more.
For them, I want President Trump's stellar economy back, and humming.
And, as an aside. How do you live and enjoy each day without a vestige of a conscience?
