This is a clip from the 1992 movie "Stalin," with Robert Duvall in the starring role.
In this clip, Stalin meets with the peasants and informs them of his "solution" to their problem. Of course, Stalin has a different accent and personal style than Bernie, but his policy sounds very similar.
BTW, Duvall does an excellent job in his portrayal of Stalin. If any of my fellow Freepers are interested in seeing the full movie, it is available for free on YouTube:
