DHS maps out data sharing with Census Bureau

The Trump administration's plan to include a citizenship question in the 2020 census questionnaire sent to every U.S. household was thwarted by a June 2019 Supreme Court ruling issued just days before a printing deadline.

Just two weeks later, President Donald Trump issued an executive order to allow the Commerce Department on behalf of the Census Bureau to obtain federal agency data on immigration to generate data on the size of the immigrant population, including details on documentation and legal status from the 2020 census responses.

On Dec. 27, the Department of Homeland Security publicly released a privacy impact assessment that offered the first look at the details of the immigration data that Customs and Border Protection, Immigration and Customs Enforcement and U.S. Citizenship and Immigration Services plans to share with the Census Bureau.

This is apparently the first time DHS has been asked to share personally identifiable information on immigrants and visitors in its systems with the Census Bureau, although USCIS does share anonymized data on lawful permanent residents and naturalized citizens with Census in an agreement dating back to 2007.

Data on travel, immigration and enforcement will be used as new input into census records on individual people, along with administrative data from other agencies. According to the privacy assessment, DHS data will assist in helping to identify residents that don't have a Social Security number or a tax identification number with IRS. That will likely reduce the number of U.S. residents that can't be matched with a Census individual identifier called a protected identification key (PIK).

The question has been there before, it is not unconstitutional and was not originally removed by judicial decree.

Obama was just a man, not a god or prophet.

Why is there a printing deadline? Include blocks for Q3100a-Q3100z and then generate instructions to canvassers what questions pertain to those spaces on the answer forms just before the canvassing begins. This was such a “only in government” response - to have a nearly 8 month advance requirement. The administration should have had the forms printed as suggested here, and then kept on litigating.

The federal government knows I’m a citizen.

It knows my name and address and SSN from my last income tax return.

My census form will only verify my address and state of residence.

Most adults can be tracked by credit reports and voter registration.

Lower income citizens are well-known to welfare programs and also via Obamaphone service.

Asking a citizenship question on a census form only invites lying.

All states can be expected to be very helpful to the Census Bureau because Congressional apportionment is at stake.

Actually I see the data sharing agreement put in by the President as far better and further reaching than the census question

By taking the various repositories of currently disconnected information in separate silos to be brought together into one larger picture. Take SSN info as a core record, and if that has been illegally used by someone it can then impact other “services” provided by other agencies. I remember reading a while back that there is over 1.2 trillion dollars in the Social Security funding system for unclaimed returns due to the submitter. Many of these are associated with illegally used SSN’s and there fore the funds should be forfeit to the treasury or other entity. The person making the claim by default is illegally here and once the picture is painted more fully including filing location the noose draws tight

I could easily attach a copy of my birth certificate to my census form.

Photocopies of reports of births of citizens abroad and naturalization certificates could also be attached to census forms.
