It is when your packaging is designed in such a way as to deceive people into purchasing the product thinking it is American made/produced when in fact it is not.
Deceptive advertising comes in many forms. I guess it’s up to the consumer search every package for the tiny writing disguised within the American flag graphics that reads, “product of Communist China”.
