First thing the Democrats would have done — tip off the editors of the NYT and WaPo. Within hours it would have been headline news : “Major US operation underway to capture or kill bagdadi”. Trump would have had to call it off or risk losing Bagdadi while taking casualties.
All of them. This was a tactical operation in a theater we're already active in with Congressional approval. I don't see why anyone outside the chain of command needs foreknowledge.
