You are talking about when they declared independence from Britain. It would be suicide for a nation to not have a standing military.

I’m talking about what is written into the U.S. Constitution, and what was the standard operating procedure in the U.S. up until the time when state militias were effectively disbanded after the Civil War.

A “standing military” designed for the perpetual occupation of foreign countries would have been completely alien to the founders of this country.

The whole purpose of the American Revolution was to get AWAY from a government that operated that way.
