And they give themselves raises year after year after year on the grounds that that is the only way to attract people who are knowledgeable enough to solve problems like removing trash.

...But a cultural shift in the city needs to take place if Baltimore is to become home to clean streets and alleys. A change where people say its not OK to throw that hamburger wrapper out of my window because I have pride in my city....

Good idea, Baltimore Sun. Ever been to Germany and walked around? Just exchange populations between these Baltimore neighborhoods and some random German neighborhoods.
The Baltimore neighborhoods will quickly be cleaned up and become neat and tidy. The German neighborhoods will very rapidly go in the opposite direction. Hell, thats probably what Germanys current leaders want anyway.

The trash is largely on two legs and it is going to take draconian solutions that no Rat Administration is willing to implement.
It's because the people who live there won't clean it up. It's not that they can't clean it up, it's that they won't clean it up.
This is not limited to Baltimore or even to big cities. Many rural areas are like that too.
Poor doesn't have to mean dirty.
Baltimore may be the current worst example, but it is not unique. New York City and San Francisco and LA are all filthy. People think nothing of dumping their trash anywhere.
Over the past month, maybe because of a new mayor in town, I've noticed an increase in trash. More specifically, abandoned and stripped cars, left for days in same spot. Reminds me of New York City, just on a smaller scale.
Again, back to parents and children. Failure to teach respect, discipline, and all with regards to trash leads to filthy communities.
And to think that the residence who put up a # we are Baltimore page is proud of this shows the type of people living in Baltimore. Arrogant you caused this, white supremisist, Trump loving honkies, we just live here, we are the victims of racism
