Robert Mueller says he was able to pinpoint security company executive Erik Prince’s precise location for several hours in January 2017 by matching his mobile phone signal to a cell site near Trump Tower in New York City.
The special counsel’s report discloses the use of this investigative technique, by which police determine a suspect’s location via a cellphone’s GPS signal.
The Prince narrative is one instance in unredacted sections of the report in which Mr. Mueller’s team explicitly discloses cellphone tracking. It raises the question of whether the FBI applied the process to other investigative subjects — a phone’s GPS signal can disclose its exact location within a few feet. One of the first requests the FBI makes when confronting subjects is to ask for their electronic devices.
The fact Mr. Mueller could pinpoint Mr. Prince’s exact whereabouts suggest he used GPS readouts, which prosecutors can subpoena from cellular service providers.

Yes, most of them are used, but I can vouch for one of them that I bought new.
There is a reason that it’s hard to get cell phones with removable batteries, and its going to get harder to get cell phones with removable sim cards.
Which brings up another point- it is usually a lot easier to swap out SIM cards on a phone with a removable battery than it is on a phone without.

I think his job was to stir up trouble and run out the clock until after the 2018 election hoping the Rats would take the House and/or the Senate. Maybe not, but it’s possible.
I believe Snowden revealed the existence of a program called co-traveler that allows you to see the phones that are moving with you. This was for the war on terror.

Which would mean all cell phone companies store all GPS locations 24 hrs a day for every cell phone. Seems like an enormous amount of disk space.
Very minimal. Timestamp + location + cellular ID.
Besides, they simply forward it all to NSA which stores it forever (so it can be retrieved as needed). Storage is cheap nowadays, especially when your agency has an unlimited budget.
Review the Edward Snowden documents. The gov not only has all our location data, they have recordings of calls and texts. All it takes to access this stuff is a FISA warrant. Welcome to 2019.
