(CNN) — On Thursday, Baltimore Mayor Catherine Pugh resigned just a few weeks after news broke of a no-bid book deal -- via a state agency -- for a book she had self-published. Pugh, in the wake of the initial reporting by the Baltimore Sun, had largely disappeared from public view and her resignation was more a matter of when, not if.

I heard a lot of people expressing impatience and wondering whether Pugh was really the best we could do for mayor. Still, in January and February, with a new police commissioner in place, and close to $1 million in her campaign account, she had to be considered a heavy favorite for reelection. That's why this whole episode, with the "Healthy Holly" books, feels like a whirlwind -- we found out about her self-dealing in mid-March, she's gone by early May.

That's a stunningly fast demise for a politician.

There were bibs, blankets and items of clothing and a "Healthy Holly" jump rope. It was almost like an infomercial. So strange. Pugh has always been a creative person, a promoter and an entrepreneur. But no one who knows her suspected she'd push an idea to the levels we saw with her "Healthy Holly" book sales.

Pfffft. She took the bribe. She wanted the loot. Total crook. Not stunning whatsoever. Expect it to happen even more.

Now, how long will her prison sentence be? Maybe Kim Foxx is available to handle the case.

Articles about Pugh don't seem to mention her party very much. I guess they don't need to.

Buried in this article, however, is this:
The 2020 Democratic primary is in April, and that usually decides who the next mayor will be.

Which is kind of funny. It implies (rightly) that the existence of any other party doesn't matter. They don't really get a say. It's just up to the Democratic primary to make the decision who the eventual mayor will be.

And how is that working out for Baltimore?

It's important to note that this isn't just a Catherine Pugh story. I've not followed it closely but I caught a drivetime radio report yesterday that said NINE members of the University of Maryland medical system board are involved. Whether Catherine Pugh cashed in more than others, I don't know, but there is clearly a corrupt system in place -- this is Maryland, remember, which could give Illinois pointers on corruption -- and Pugh was just playing by the established local rules. Government exists to enrich the political class. The Democrat Party is an embezzlement racket. Didn't you know that?

Pugh is getting 99 percent of the media attention because she became prominent when she became Baltimore's mayor. But the rot is systemic.

Baltimore Mayor Catherine Pugh

I know nothing about this woman. However the question is why do most big cities under Democrat control seem to be mismanaged and ineffectual?

In other words how do so many petty crooks get elected to such important jobs?

Could it be that it is more difficult to skim money off the top of a well run city? If the department heads were honest, and if the police and prosecutors were not beholden to a power base would it be possible to run as many scams as there seem to be run in all major cities?

To answer my question, the powers behind the scene do not want a honest hard working individual in power, so they support weak dishonest individuals that they can control.

My guess is that Ms Pugh either quit listening to those with the real power or just got greedy.

She forgot rule 1 of organize crime, don’t steal from the boss.

This is what Newt Gingrich nailed Speaker Jim Wright over. Writing books that he would sell to supporters/donors for cash-on-the-side. Ever wonder about Chelsea Clinton’s baby books? The difference, I guess, is that the Clinton’s are untouchable while a small-time mayor obviously p*ssed somebody off,
