This is actually sort of rational.
Regardless your opinion of H1B, the fact that someone who came here from India, has been productive and obeyed the law, and wants a green card, is off on a 7 to 9 year trip through Bureaucrat Hell.
Whereas somebody in Yemen can go and toss their name into a hat at our embassy and win one to come right away.
Makes zero sense. We should award based on merit, not country of origin (and should probably cut off Islamis hellhole countries completely).
