Well color me shocked. </sarcasm>
I like you proposal with two modifications:
1. Eliminate the biometrics. Biometrics are notoriously unreliable. It would not be possible, for instance, to have a database where you would scan your face, or thumb, or whatever, and have the system produce your name with even 50% reliability, much less the kind of robustness you would need here. Rather we should just scan the barcode on voter’s driver’s license, to compare that to the voter registration list and check the name off.
2. Students should vote where they live most of the year, just like everybody else. Making them vote at their parents’ addresses further infantilizes them. They are residents of the city in which they reside, just like you or me.
You forgot one VERY important item.
MASSIVE AMOUNTS OF SOCIAL PROJECTS PORK FUNDING.
And then attach it to a Defense Spending Bill.
It would sail right through.
This. The only other alternative is have "Election Day" simply reveal the results of all the counted votes. Period.
Several Lyndon Johnson biographies have told of how he would tell the story of when Democrats in a cemetery copying names off tombstones to add to voting rolls came on a stone that was worn down and hard to read. They started to skip it and go on to the next. But the leader says, "No, no, no. Go back and get that name. He has got as much right to vote as anybody in this cemetery."
I believe a big part of this Russian meddling with our election orchestrated "crisis" has been to divert from any effort to look into the wholesale Democrat voter fraud of 2016.
Trump was the 1st GOP presidential candidate who brought that issue up and he had tried to make voter fraud a priority at the start of his presidency.
If lost, they should not be allowed to be found
And they will keep finding them till the result is right.

College campuses are notorious for election fraud IE stuffing ballot boxes as seen in 2000, 2004, 2008, etc.
Count, recount and count again until the Dem Wins, then declare victory.........................
It will all turn around on them measure for measure.
The cheaters will be lined up at the Pearly Gates, expecting and awaiting entry. After all, they got that far. They "won".
Next thing you know St. Peter will say well hold on a minute there's a box of uncounted votes over in that corner I hadn't noticed before. I'd better count them.
How will any of them be able to lodge a complaint? It was a perfectly acceptable practice that they all willingly embraced in their earthly lives.
So now suddenly there's a problem? I don't think so.
This is what democrat voter fraud looks like.
And as expected, they went overwhelmingly for the 'Rat.
“Provisional” and “absentee” ballots are always from people who vote multiple times per election. They are ALWAYS fraudulent, IMHO!
Bull, somebody should go to prison for this.
Here’s what will happen.
Other “found” ballots will materialize, going for the Democrats, but not quite enough to overcome their deficit. Democrat lawyers will claim that the “trend” is “in the direction” of the Dem candidate, and that the entire election count warrants further scrutiny.
Hanging chads will be put under electron microscopes for any sign of “intent” of the voter to vote in a way other than the clearly indicated ballot.
A hand-shopped Obama-appointed federal judge will get involved and “suspend” the result of the election until he/she/it decides who the winner should be, or whether a new trunkload of “ballots” recently found should be included in the count.
I’m almost willing to bet money.
I wonder how many of those well seasoned citizens voted.

Which is why we went and had our parents’ names removed from the polls once they passed. IF you have loved ones that have passed, make sure they get removed and stay removed.
