FWIW, OH wages are a problem. There's cheap invader labor competition across the economic spectrum. (those Eastern Europeans and Mideasterners blend in real well and many speak better English than some local US citizens). It's not going to improve completely without EVerify. The state votes conservative, but the pols govern Corporate Fascist.
That's my take. It's to a great degree anecdotal. So many acquaintances have children who are highly educated, competent, but moved elsewhere for considerably higher wages.

No criminal charges have been filed against Corso's, but the employer is under investigation, authorities said. Nothing would do more to slow illegal immigration and send illegals already here home than charging business owners and executives with the most serious crimes they can be charged with. That and required e-Verify would work wonders.

The company needs to prosecuted and fined the max for every single violation, and that's a hell of a lot more than 114!
I guarantee they were receiving query letters from the IRS for each and every one of those 114 employees............IF that is they actually reported them as employees.
What I have sen of landscape companies, they work their people like animals, understaffed in the field and unreasonable work demands, so I can see why they have so many illegals working for them. They can abuse them because the illegal is fearful of being reported.
