The “understanding” was based on phone calls that were under surveillance through the FISA warrants.
Could have something to do with McCabe's grudge against Flynn for siding with an FBI employee who was charging McCabe with sexual discrimination.
It's been reported that McCabe was in an FBI meeting when the news of Flynn's indictment came in, and McCabe pumped his fist and said, "Yes!"

There was and is no conundrum facing the FBI in the Flynn case because their intent was and REMAINS the impeachment of President Trump. In the case of Flynn, hoping to squeeze him to flip on President Trump. The FBI has chosen SEDITION.
The “inconsistency” could be that Flynn said he talked for 10 minutes and the deep state says 13. I would not plead guilty for that reason. Must have been some other threat.

Washington Post columnist David Ignatius reported that Flynn and Kislyak indeed discussed sanctions. Ignatiuss leaker was a U.S. government official who has yet to be identified.
