I feel like Lamb has a lot of momentum, has run as a moderate, and has run a better campaign. I'll predict he'll win tonight (although I'd like to see Saccone win).
NYT does a good job with election results.

Re: recount; there’s a $50 fee for fraud review but not sure if the recount rule applies here as that rule (under 0.5%) applies to statewide races.

On the whole, I trust Larry. He’s plugged in with the finest people. :)
If the margin is now 540 votes in Lamb’s favor with 3 percent of the precincts out, this means that there may be as many as 6000 votes outstanding, assuming about 200,000 votes were cast in the district. Depending on where these are, Saccone would have to take them 55-45.

If the unreported districts in Washington County are in fact unreported on the NYT map, Peters Twp, the greatest Twp on the planet, with the help of Union Twp and a couple other solid red districts, will supply enough votes to swing it to Saccone at the last minute :-).
The open districts I see in Allegheny (Bethel Park, Carnegie) are purpleish ... probably no significant net gain for Lamb.
Bad news that it was this close. Good news is that a win is a win (assuming the rumors are true). It cost the Dems a mountain of cash to get this far ... cash they are having problems getting.
Washington at 93%. There is a chance.
