Of course I understand separation of powers. In this case access is control because as long as the Democrats know he has access they know he can do with the information whatever he wants even if he doesn’t publicly himself disclose it The very fact that they know he has it will be enough just like the idea that Hillary Clinton had all those FBI files on Republicans apparently serve to keep them off Clinton’s back for most of his two terms.
