Rep. Trent Franks, an Arizona Republican who is among the most conservative members of the House, said he would resign his seat after House officials learned that he had asked two female employees to bear his children as surrogates.
Frankss announcement came as the House Ethics Committee said it would create a special subcommittee to investigate Franks for conduct that constitutes sexual harassment and/or retaliation for opposing sexual harassment.
His resignation, which Franks said is effective Jan. 31, will end the ethics investigation........

According to the former employee he was trying to determine their opinion of the process without directly discussing their possible participation. Apparently it was legitimate because he and his wife now have twins that were born through the use of a surrogate.

Nobody should do this. >p> It splits women up into usable parts --- an ovary here, a unterus there, a legal mother somewhere else (if the kid gets to have a "mother" at all)--- and then isolates those parts for separate exploitation.

Honestly. No wonder they never get anything done in D.C. If they aren’t sitting and watching porn, they’re asking staffers to be “surrogates.” You have to give him some credit for coming up with a creative line.

This is stupid. Obviously he and his wife were struggling. He discussed it with women he knew. Should have asked them? No. That said, unless he harassed them or asked them to do it via him engaging in intercourse, there is no reason to step down. An apology is good enough. IF this is all there is to it, Paul Ryan is ridiculous for lumping him in with Conyers and Franken.

You’re presuming he asked them for sex. If all he asked was about traditional surrogacy which involves implanting an embryo, that is quite different and does not rise to level of sexual harassment.
