If Plumber executed him after Crash he could be looking at a Civil case. Yes, it sounds crazy but it could happen. Might be hard to win but it could happen.
Once he is fleeing at 100 miles an hour to get away from Plumber and any cops coming..Psycho Killer might have been using self defense because Plumber could then be seen as the aggressor and he is not law enforcement

You might be interested to know that a cop has no rights in that situation that a citizen doesn’t also possess. In fact, the cop is probably more restricted. You are letting your sophistry and legalistic emotions blind you here. A man who just killed half a church doesn’t suddenly become a victim fleeing for his life, and possessing rights to self defense.
He is a continuing threat to the community and ANY citizen is fully legal to take measures to apprehend him until law enforcement arrives to take over.
Notice how he isn’t under arrest? Its like that.
