The unemployment rate for African-Americans fell to a 17-year low in September, and the rates for all other major racial and ethnic groups also dropped.

Comparisons are valid so long as the measurements were taken on the same basis. The error factor should be a constant, and therefore the trend can be interpreted as valid, even if inaccurate.

“Unemployment rate” with a low labor-participation rate is very different from that with a high labor-participation rate. It’s going to take a while to absorb that pool, and get to the full benefits of true low/full employment.
