Comparisons are valid so long as the measurements were taken on the same basis. The error factor should be a constant, and therefore the trend can be interpreted as valid, even if inaccurate.

“Unemployment rate” with a low labor-participation rate is very different from that with a high labor-participation rate. It’s going to take a while to absorb that pool, and get to the full benefits of true low/full employment.
