North Korea openly threatens EMP attack for the first time, changing the game

The news Sunday morning that North Korea had launched what appeared to be its sixth nuclear test and most powerful one to date is troubling enough.
But a statement from the rogue regime took things to a whole new level. The North said it had tested an H-bomb that was a multi-functional thermonuclear nuke with great destructive power which can be detonated at high altitudes for super-powerful EMP (electromagnetic pulse) attack according to strategic goals.
This is the first time it has publicly mentioned its interest and ability in an EMP attack, a devastating weapon that could have catastrophic consequences for North America, the West and their closer neighbours.
An EMP attack, as I detail in my new book Pulse Attack, is a nuclear detonation that occurs in the atmosphere and creates a waveform that can take down the electrical grid below.
In the worst case scenario, this wouldnt just shut off the power for minutes or hours, but weeks or even months, due to serious damage to transformer stations and other integral elements of our power infrastructure.
This wouldnt just mean we couldnt turn on our laptops and televisions; it would shut down our telecommunications, transportation, water systems, our ability to get food to cities and much more.

Vladivostok is a naval port in Russia, not North Korea.
And if they do, nuke Pyong Yang, Beijing, Shanghai, etc.

We may not get any result unless we can truly scare N. Korea and China. If others(EU or financial markets) are scared as well, I would say, "Too bad!"
I’ve come here and advocated for a first strike now to rid us of the North Korean threat.
What this may result in is anybody’s guess. I don’t think Russia or China want to take us on, when that is clearly not our intent.
Kim has been issuing threats, and proving he will soon have the ability to carry them out.
So are choices are these.
1. We allow North Korea to continue to develop his missile and nuclear bomb capabilities. We will then be subject to blackmail by North Korea. Whoever North Korea decides to align with, will be able to blackmail us using North Korea. North Korea thus becomes a global player on the level of China or Russia.
2. We make a preemptive strike against North Korea, while communicating to China and Russia that we have no intention to make incursions into either of their nations. We explain that North Korea has threatened us and our allies, and he has proven he has the means to follow through.
We use conventional weapons to take out his facilities. We do not introduce nuclear weapons to the conflict. Of course that’s under review as long as none are introduced by N.K. or others.
Further we let China and Russia know we are not interested in turning North Korea into South Korea. The North Koreans are free to develop their own destiny. We will not be setting up a puppet regime.
We go in. We do what we have to do. We give food to the nation. We leave a neutered nation (missiles and nukes) behind.
If China and or Russia wish to up the ante, we can’t stop them. We will have to face them at some point anyway, if they choose to push it now. We just as well not kid ourselves.

Living on the West Coast, I’m probably square in the middle of retaliation central. What I advocate here is position 2.
We cannot allow Kim to be able to blackmail us on his nation or any other nation’s behalf.
If this expands, so be it. I don’t like it, but Kim would not be in charge.

We cannot allow them the ability to strike the United States, Europe, or Israel.
Kim is begging to be attacked. Why?

He doesn’t need to launch on Seoul. The tunnels from NK will pop open their hidden doors in Seoul and the occupiers will just march right in. Sort of like a neutron bomb: kill the residents, preserve the real estate.
