He doesn’t need to launch on Seoul. The tunnels from NK will pop open their hidden doors in Seoul and the occupiers will just march right in. Sort of like a neutron bomb: kill the residents, preserve the real estate.
I never considered the tunnel option but it makes sense. If Mexican drug cartels figured it out decades ago, so have the Kim Jong Whatevers.
