When this is enacted, illegals will put their relatives names on their american accounts and they can write checks against it in Mexico or use a debit card. No transfer of funds. no fee.
The rate should be 39.6% for income tax (it will be considered as taxes withheld for the year paid) + 4% for the transfer surcharge, a total of 43.6%. Leaving 56.4% net for the transfer. In addition taxes should be withheld for states and localities (if applicable).

Exactly. Unless you’re going to tax all outgoing transfers worldwide, people are going to undercut the price by running the money through third countries.
