Hurricane Harvey made landfall near Rockport TX about 10:00PM CDT Friday night. Top sustained winds were 130mph. Rockport High School sustained heavy damage when a portion of the roof collapsed. A senior housing complex collapsed. The Rockport courthouse sustained major damage with a cargo trailer halfway in the building. Multiple tornadoes reported in the Houston/Galveston areas. There are reports of scattered structural fires and a shooting was reported in Corpus Christi. Residents along the San Bernard River were advised to evacuate and most TX Gulf coast counties are under flash flood watches.
Many locations are under a boil-water notice. Power outages are widespread. President Donald Trump promptly granted a Disaster Declaration to Texas Governor Greg Abbotts request. More than 700 members of the Texas Army and Air National Guards, Texas State Guard and the Texas Military Department have been activated and are positioning themselves throughout the state ahead of Hurricane Harvey and its anticipated landfall later this week. Ahead of the storm, FEMA sent supplies from its warehouse in Fort Worth to a staging point at Randolph Air Force Base near San Antonio.

Look at my #1666, The Addick flood reservoir is basically a big levee. There are outflow weirs that have a certain width. They start draining as various elevations are reached.
If the inflow is substantial, the 108 elevation outflow weir only lets out a certain cubic foot per second due to its width. The detention continues to rise until the next outflow point of 111 comes into play, etc. etc. The outflow points get bigger as it goes up to protect the main levee/dam from overtopping.
I think thatforecast was with heavier rainfall then what they got over western Harris county in the watershed...s since I saw those same reports on twitter hours ago....a slight shift east prevented it
I expect “good news...rainfall amounts were lower then what we expected” or something soon
Both long range models have a tropical system in the gulf..in fact one looks like a carbon copy of right now... same position as harvey right now next week

Much is being waived by the Governor’s office. Osteen is approved. At this point, volunteering is quite enough in a catastrophe with life threatening waters rising.
Probably, he should have joined in pre-hurricane planning and offered his space, like everyone else who wanted to engage in preparation, making it known voluntarily to both officials and the public.
By now Osteen knows Event Planning-101. Words for prayers sometimes must meet action, when lives matter and time is short.

In your twitter link to a whirlpool picture, I will hazard a guess as someone who has built various detention structures.
If this is like the other structure the principle outflow is a pipe of a limited diameter. That has a shut off but after the first day of the storm, it opens and eventually drains the basin after 40 to 50 days. The piped outlet creates a whirlpool but does not necessarily indicate a a problem.
