The raids represent a sharp departure from practices during the presidency of Barack Obama. Under Obama, minors could be targeted for deportation if they had been convicted of crimes, but were not arrested simply for suspected gang activity or membership.
U.S. Immigration and Customs Enforcement said in a statement that a person can be identified as a gang member if they meet two or more criteria, including having gang tattoos, frequenting an area notorious for gangs and wearing gang apparel.

Just because somebody is wearing a Los Angeles Dodger’s cap and has the number 18 tatooed on his face and tear drop tatoos next to his eyes, don’t jump to conclusions. They are pursuing their American dream /s

Overall tattooing should maybe be just cause for detention and investigation with an eye to exporting a problem.
ALL illegal aliens encountered by ANY law enforcement at ANY time for ANY reason should be detained and deported.

This last bit is dangerous. In at least a few situations, gangs adopted non-gang accessories, including crucifixes and rosaries. This was quickly turned by leftists into an excuse to ban rosaries from Catholic children in public schools, as well as crucifixes from any Christian students, calling them “gang apparel.”
And such information has a nasty way of getting to the police, smearing those students with a “gang member” accusation in their records.
In practical terms, gang tattoos should be easy to recognize, and frequent association with gang members is also damning, as are repeated arrests. But great scrutiny must be used to insure that leftists are not able to abuse the system to use the government to persecute those they hate.
They’re more than welcome to start here in northern Virginia. There have been several murders involving high school and even junior high school gangsters. That doesn’t include all the assaults, robberies, extortion, and prostitution rings the 18th Street and MS-13 gangs do.

And I was surprised to learn that heroin was a big problem at a local high school.
