Led by freshman Rep. Jamie Raskin of Maryland, a group of growing Democratic co-signers has put forth a bill that could force President Donald Trump from office if he were found mentally or physically unfit.

Look at the list of people supporting this bill questioning the President’s mental stability...one of whom is Sheila Jackson Lee.
I think your take had merit, but it isn’t written clearly to indicate the president must sign off. If he were in a coma, he wouldn’t be able to do so. So, the issue will be appointing a body according to already written law.
