When available (usually at not over a twenty percent cost premium), he ordered his stores to buy USA products instead of the cheaper imports. It didn’t work very well as previously noted and the stores dropped Sam’s pro-American products policy after he died in 1992. You are free to judge it as you wish. Actually, Trump campaigned on renegotiating trade deals and the possibility of imposing tariff’s.
I know you interpreted his statements as turning back to the tariffs of old days, but you were wrong. There will be no general application of tariffs. There might be the imposition of tariffs on targeted dumped commodities or products.

They lost a ton of business when some dumb idiot decided to eliminate the fabric department, or go all pre cut lengths so the could eliminate a the personnel from that dept. When you live in the boonies of places your drive 4 hrs to just get to the only source of fabric Walmart, you get mad as a wet hen especially if you are a quilter an buy in quantity. Then go grocery shopping on top of that.
What they have now is so limited it’s a laugh. Hobby Lobby is being forced out, Hancock’s is closed, and there is no other places for fabric except online. Quilters like to feel, and touch what they buy.
Don't know where you live, but guns disappeared from the local DFW area Walmarts years ago. I assumed it was everywhere, but obviously not.
I guess these stores vary from area to area. My local Walmart still has a sizable fabric department.
I don't know of a single Walmart in North Texas that still has guns for sale. Perhaps some still do outside of the major metro areas.
Walmart basically drives the American market until there is no way American manufacturers can turn a profit.
Once that's complete, they buy cheaply produced crap from overseas.
So is that bad ? You tell me. Walmart is good at what they do. No doubt. They have put more mom and pop stores out of business than anyone else.

As to the quote, I guess that was from the Fast Company article where the theme was a cautionary tale for those who would supply goods to WMT. Try reading your quote from that perspective to understand WMT really doesn’t care about its suppliers beyond price. Actually, you should read the entire article again.
We had a large dept, the head set up other stores too, now you have to page some one, and anyone from any dept shows up. Lots of pre cut stuff, lot of it is from china, less selections on needles, thread, yarn, crochet thread and hooks. More jewelry making junk.
There are 2 quilting guilds in the area. Joann’s finally opened a store, 2.5 hrs away 1 way.
I use Hobby Lobby 99% of the time. Only if I break a hook will I go to Walmart for replacement, and then I don’t do groceries. Higher than Kroger’s.
