Washington (CNN)President Donald Trump and House Republicans are still scrambling to reach a deal on legislation to repeal and replace Obamacare ahead of what is expected to be a dramatic vote Thursday.
House Speaker Paul Ryan held a long meeting Wednesday night in his office with moderate Republicans. Cameras from networks were set up for possible reactions and readouts, but it was clear leadership had no good news to share. With the exception of a few members who rushed away without speaking to press, all leaders, including Ryan, ducked out using side exits.

The Republicans had about 6 years to come up with a good plan to replace Obamacare and this is where we are. WTH.
Now the Dems are already referring to Trumpcare.

Correction to headline, “RINO Ryan is scrambling for votes”. The press and Dems will try to blame a defeat in the house on President Trump, but all Trump supporters know this is squarely on the shoulders of Ryan and Mitch in the senate.
Once Ryan twists enough, the President will rise to the occasion. I am sure VP Pence is working the back rooms.
It would be nice to see a congress that acts statesmanlike again in my lifetime!

Legalizes Inexpensive Insurance Plans:
Ensures that Americans can purchase the health insurance coverage that best fits their needs.
Eliminates Obamacares essential health benefits requirement, along with other restrictive coverage and plan requirements, to once again make low-cost insurance options available to American consumers.
Protects Individuals with Pre-Existing Conditions:
Provides a two-year open-enrollment period under which individuals with pre-existing conditions can obtain coverage.
Restores HIPAA pre-existing conditions protections. Prior to Obamacare, HIPAA guaranteed that those in the group market could obtain continuous health coverage regardless of preexisting conditions.
Helps More People Save To Buy Health Insurance and Cover Medical Costs:
Incentivizes savings by authorizing a tax credit (up to $5,000 per taxpayer) for individuals and families that contribute to HSAs.
Removes the annual cap on HSAs so individuals can make unlimited contributions.
Allows HSA funds to be used to purchase insurance, cover premiums, and more easily afford a broader range of health-related expenses, including prescription and OTC drugs, dietary supplements, nutrition and physical exercise expenses, and direct primary care, among others.
Guarantees Fair Tax Treatment of Health Insurance:
Equalizes the tax treatment of the purchase of health insurance for individuals and employers by allowing individuals to deduct the cost of their health insurance from their income and payroll taxes.
Frees more Americans to purchase and maintain insurance apart from their work status.
Does not interfere with employer-provided coverage for Americans who prefer those plans.
Helps Individuals Join Together to Purchase Insurance:
Expands Association Health Plans (AHPs) to allow small business owners and individuals to band together across state lines through their membership in a trade or professional association to purchase health coverage for their families and employees at a lower cost.
Also allows individuals to pool together through any organization to purchase insurance.
Widens access to the group market and spreads out the risk, enhancing the ability of individuals and small businesses to decrease costs, increase administrative efficiencies, and further protect those with pre-existing conditions.
Allows the Purchase of Insurance Across State Lines:
Creates an interstate market that allows insurers who are licensed to sell policies in one state to offer them to residents of any other state.
Increases State Medicaid Flexibility:
Enables states to fully exercise current flexibilities afforded to them through Medicaid waivers for creating innovative state plan designs.
Empowers Physicians:
Allows non-economically aligned physicians to negotiate for higher quality health care for their patients.
Amends the Internal Revenue Code to allow a physician a tax deduction equal to the amount such physician would otherwise charge for charity medical care or uncompensated care due to bad debt, limited to 10% of a physicians gross income for the taxable year.

I like the Rand Plan but all those things cannot be done thru the budget process which is now underway. Some things like cross-stateline selling will require new legislation but I think most of it is in here:

They never thought they’d actually get a president who’d be willing to get rid of an entitlement, and now that they have one the don’t know what to do.
You know what? Ryan may be a RINO but he is the only one who provided a plan. The conservatives in the House are so lazy. Not only did all of them refuse to want to be House Leader forcing Ryan to take the job, but the conservative House Representatives never do a dang thing but run their mouths. Where is their plan? Oh that is right. They don’t have one.
Repeal yes. Replace no.

On Hannity a little over an hour ago, Meadows and Bratt of The Freedom Caucus seemed have got what they wanted. They feel they are very close to making a deal.
A vote against the Ryan plan is a vote for Obamacare, for planned parenthood funding, etc.

Worth repeating.
It’s clear now that the GOP never had any intention of repealing Obamacare “root and branch”. The “repeal” votes were all beltway kabuki.
If you want truly top-notch, affordable health care for all Americans, do the following:
1) No government coverage of any kind for anyone except citizens.
2) All citizens have the same coverage as Congress.
3) Tax Hollywood and Silicon Valley and Wall Street to pay for it.
