Reason he withdrew:
In the statement Bilden, a financier, cited his financial holdings as the reason, saying “After an extensive review process, I have determined that I will not be able to satisfy the Office of Government Ethics requirements without undue disruption and materially adverse divestment of my family’s private financial interests.”

I’ll bet most of the public doesn’t realize that the Army, Air Force and Navy secretaries are pretty far down on the totem poll and don’t run the Pentagon anymore like they did in World War II.
I’m sure he was. But he has extensive business ties to various Asian countries that posed a potential conflict of interest and he could not disengage himself from them without suffering a substantial financial loss.
Some people have complex lives.
In General If the offered position is accepted, but later they withdraw it’s because they won’t pass certain core standards that are deemed necessary. They are told they won’t be selected and are asked to withdraw their nomination. Most are glad to do so.
You try to get high quality, successful people who would serve the country well. Unfortunately if they are successful privately they’re disqualified. Hopefully Trump can find another.
Of course it’s no problem for a Uniparty administration. Normally you end up with a lifelong swamp dweller who makes his millions when he leaves government by selling influence and collecting for favors done while in the administration.
Oh I think Trump will find a guy suited for the position.

NCIS never caught my eye for some reason.
And you know, he withdrew his name because he said he couldn’t satisfy government ethical standards. Just the fact that he says that means I trust him more.
