Experts: California voter registration system 'highly susceptible' to fraud

California’s voter registration system is “highly susceptible to being compromised,” because of immigration policies protecting the Golden State’s 2.4 million illegal immigrants, authorities have told Fox News.

The integrity of elections may be compromised by a lack of oversight of non-citizens registering and voting, said Hans von Spakovsky, manager of the Election Law Reform Initiative and senior legal fellow for the Institute for Constitutional Government at The Heritage Foundation.

“If you are talking about California, the state is apparently relying on the illegal alien to tell the state they shouldn’t be registered. There is still an honor system,” said von Spakovsky, co-author of the book “Who's Counting? How Fraudsters and Bureaucrats Put Your Vote at Risk.”

The problem with California is there is no separate verification of citizenship on voter registration, said Charles Bell, Jr., a partner with California-based Bell, McAndrews & Hiltachk, LLP, a law firm that specializes in election law. Applicants can check a box affirming they are citizens, and this is not checked against any other government database such as federal immigration records.

We have an honor system, which is effective for people who are honorable, but is also an opportunity for people who are not honorable,” Bell said. “There is a gap in the system, and we don’t have administrative folks who will be aggressive about looking into that.”

One concern, said Jessica Vaughan, director of policy studies for the Washington D.C.-based Center for Immigration Studies, is that California issues driver’s licenses to illegal immigrants, allowing them to automatically be registered to vote under the federal “motor-voter” laws. Since the AB60 law went into effect in 2015, 806,000 illegal immigrants have received a license.

I agree. I moved down here to Louisiana a little over 14 years ago from Fredericksburg. A military move. Even then Northern Va. was being over run.

A serious escape from reality or deliberate attempt to deceive the low information voter? The answer is obvious except for those who will not see.

The Federal government can no longer accept a CA drivers license as legal ID.

Until they fix this.

It also has the potential to form the basis of an equal protection lawsuit under the voting rights act. All they need is certain conviction of an illegal that voted, and a complaint from a citizen in the same precinct.

I’m pretty sure the new DOJ can make some hay out of that.

NOBODY, anywhere in this country, should be able to get a license or register to vote without a birth certificate. I even think SCOTUS would uphold that precept if given the chance.

It’s the National Voter Registration Act of 1993 that stands in the way of any state requiring proof of citizenship to register. And that law can be overturned.

But it’s the law Scalia said prevented Arizona from requiring a BC or Passport to register...in a 2013 USSC decision.

Yep. Working as designed and a violation of the civil rights of legal voters as I see it, since it dilutes their votes.

President Trump’s promise to investigate voter fraud has drawn predictable responses from Democrats and the media, who insist there is no such thing and have been fighting for years to prevent any inquiry into the matter. But an investigation in Mr. Trump’s hometown shows that the problem is real.

In 2013 the New York City Department of Investigation—the storied law-enforcement arm of city government, which houses and manages all the city’s inspectors general and investigators—decided to test the system. City investigators posed as 63 ineligible individuals still on the city voter rolls. Each ineligible voter had died, moved out of the jurisdiction, or been convicted of a felony at least two years earlier.

The investigators didn’t go to great lengths to hide their attempted fraudulent votes. In five instances investigators in their 20s or 30s posed as voters age 82 to 94. In some cases the investigators were of different ethnic backgrounds from the voters they were impersonating. Yet each was given a ballot and allowed to cast a vote without question.

In other instances the investigators informed the poll worker that they had moved but didn’t have time to get to their new home on Election Day; all but one was allowed to vote. Only one investigator was flat-out rejected. He had the misfortune of trying to vote at a polling place where the clerk was the mother of the ineligible felon he was impersonating.

Ninety-seven percent of the barely disguised phony voters were allowed to vote unimpeded, and none was referred for criminal charges or officially reported to the Board of Elections. One can only imagine what a sharp operator trying to fix an election could do by flooding polling places with ineligible voters.

Illegal immigrants at 2.4 million give California three more congressional representatives thereby partially disenfranchising voters in other states.
