The Justice Department has reasonable cause to believe Chicago police officers use excessive force, the agency announced Friday.
Announcing the outcome of a Department of Justice (DOJ) investigation first launched in late 2015, Attorney General Loretta Lynch said there was cause to believe the Chicago Police Department engages in a pattern or practice of using force, including deadly force, in violation of the Fourth Amendment of the Constitution.
The pattern or practice results from systemic deficiencies in training and accountability, including the failure to train officers in de-escalation and the failure to conduct meaningful investigations of uses of force.

I just watched the video. The kid had something in his right hand, it was shiny metal, don’t know what it was. When they shot him, he spun around and landed on the street on his right side. When he stopped moving, an officer moved toward him and kicked something out of his outstretched arm, but you can’t really see what it was.
The kid was in the middle of the street only a few feet from the police when he was shot. You can’t hear any sound except for the muted sound of the sirens in the police care that was following him. It was a cop in the street who shot him.
With just visuals, it’s really hard to tell exactly what was going on, and hard to tell what he was carrying in his hand. His left hand was either in a pocket, or holding his pants up so it’s hard to tell what was going on with that hand.
When the kid landed on the street after being shot, a puff of smoke erupted near the kid’s right shoulder. It’s hard to tell what caused that...a second shot by the police? The kid’s own (possible) gun going off? But guessing, it looks more like a second shot that missed the kid and smoked when it hit the tar.
Folks with the capacity to enlarge the vid, and take it a part frame by frame are in a better position than I to determine what was happening. The camera used was a dash cam on a police dashboard inside the cruiser.
The problem is that there are not enough policemen getting killed or injured. That is Discrimination. Death and injury should be democratically evenly divided between arresters and arrestees. Its only fair.

I’d think it pretty dangerous to be a uniformed policeman on detail forced to leave your firearm in the car. Or to be near said policeman.

Watch the crime and murder rate get even higher now that the DoJ has officially labeled them as “abusive”. 0bama needs to go live in the area where he was a “community organizer” and see just how well its organized now.

No, it results from their being no serious consequences for improper use of force, because there is criminal collusion in the police department (and the state’s attorney office) to protect each other from those consequences.

He did draw a knife, and was fairly close to the cops so I can understand him being shot the first time. Even the second time on the ground. But it looks like after he had clearly been on the ground for a few seconds and obviously was not going to get up he may have been shot again....and the cops seemed to be slow to give him aid. If they were afraid he had a side arm they did not seem to be acting like it near end of video, but they weren't checking on his condition either, letting him lie there....
Meh, only people who haven’t had to deal with Chicago cops think that was some kind of isolated incident.
One of my elementary school teachers described the Chicago PD, thirty years ago, as “the largest street gang in the city”.
Thank goodness this crap will cease on January 20th.

Its clear the Chicago police don’t use ANY force and have withdrawn from the south side. I don’t blame them for a second and hope the residents are happy.
Scarier though... is that 3 of our 7 member board agreed... That armed police in our schools were a cause for more violence against police.

I believe the Ns use excessive force.
Now that I’ve thought about it a while, the theory that makes the most sense is that the cop who shot thought the knife was a side arm. Perhaps they were not lending aid because the last shot was an obviously fatal one (seems to me he was shot right before the knife was kicked out of his hand). When he was on the ground his arm was still moving, and obviously did not pose much danger with the knife, but pointed in the cops direction would have posed danger if it were a side arm.
