They are not part of a recount. Pennsylvania does not permit a recount except in a single case, that of a magrin <0.5%. They are also not votes in one of the contested districts.
The votes are simply votes that had not been counted. The counties in which they appeared had not yet certified their results. The votes are now included, changing Trumps margin from 70,000+ to about 50,000. The statewide contest effort in Pennsylvania is now over. Only a small handful of contested precincts remain.

Thank you for clarifying. Does this mean that the other areas of the state have all counted their absentee ballots, but that these Phili precincts were the last to do so?
