Thank you for clarifying. Does this mean that the other areas of the state have all counted their absentee ballots, but that these Phili precincts were the last to do so?

I believe all the counties have finished. A few have not certified. Allegheny county is one of the last. They are done counting but won’t certify until Monday. However, Allegheny, where Pittsburgh is, is not as large or as lopsided as the big counties around Philly.
