You are thinking of the word “unanimously” which means there is no opposition.

sometimes it’s strategic to have one vote against a motion. It makes it easier to reconsider, if that becomes necessary later in the process.

Just goes to show you to what extent President Obama has been governing contrary to the will of the people. This vote was all but unanimous: Even the Black Caucus voted “Aye.”

I LOVE the fact that the intial focus has been on legislation for which there is BROAD AGREEMENT among members of the legislative branch (TPP, and now the Iran Sanctions bill), but which Obama has opposed. Great! Make the guy irrelevant before he even leaves office. The out-of-touch Obama going out with a whimper, not a bang.

I quick look at Massey, a libertarian, suggests he is often is a lone vote. It looks like he also did not vote for the horrific decision to give Iran nukes. He seems to have indicated that he believes that Congress had no authority to do that and that something like has to be done by treaty.
