Most states do not bother counting their absentee votes if the total absentees are less than the current vote difference, and those typically go GOP by TWO TO ONE.
Plus 13% of illegal aliens votes, and would have to be factored out
Plus some OTHER percentage of green-card non-citizens voted
Plus some felons illegally voted.
plus some people voted multiple times
Plus some dead people voted
Thankfully, the Electoral College limits pockets of cheating to individual states.
Imagine the horrible mess of laywers, courts and cheaters we'd be facing if we needed to do a recount in every state, in every county, in every district, in every precinct because the popular vote difference was less than some threshold!
It would be the Bush/Gore mess from florida multiplied by 50.
I have never voted absentee ballot and I never will, as long as I can physically get to a polling booth.

Last presidential election I said that conservative votes would have to be at least a 5% buffer to counter voter fraud.
Of course Romney threw the election so that Obama could have a second term.
McCain did the same thing so we could have the first black president.
This cycle I upped that to approx. 20%

No state will admit failing to count absentee or mail-in votes that are received in accord with that state’s laws, regardless of margins of victory.

This is wrong. ALL absentees in every state are counted. For the obvious reason that down ballot races may be close in a state even if the presidential vote is not.
They are ALL counted.
The other items are all fuzzy. This one is not fuzzy. They are all counted.
I've heard this - I'm curious because I don't know the answer - do you (or anyone) know what's done about local elections and ballot measures?
