The four minutes refers to the time between “order to launch” and the actual launch.
The four minutes does not include the much longer “time to target” period.

I’m wondering what happened to the policy to “neither confirm nor deny” when it comes to the nuclear program. If I’m not mistaken, the stock answer from 40+ years ago was “It is DOD policy to neither confirm nor deny the presence of nuclear weapons aboard any specific ship.”

Time referred to here is “about 5 minutes” for ground-based and 15 minutes for submarines.

Not a big deal. This woman systematically sent classified material, including TS/SCI (particularly sensitive Top Secret), over her personal, unsecure email. The FBI Director announced on national television that this doesn’t count as a crime when Hillary does it.
If that didn’t matter, then leaking something that can be inferred from http://www.janes.com/ is not going to hurt Hillary. She can only be defeated at the polls, and only if we have a margin so big that it’s outside the margin of fraud that even democrats will engage in - a very high threshold!

The specific command and control systems for the "go code" are totally dependent on people to initiate them (imagine odumbo looking for his aide with the "football" or more like the aide looking for him on the golf course). Therefore the response time is totally dependent on the command authority's decision time.
After receipt and processing of the code, individual weapons systems process the signal uniquely and that time is certainly classified.
I'm guessing by your moniker, that receiving a valid command via ELF would take much longer than landline or MF/VHF/UHF. BUFFs would be in the air before a boomer would even have the complete EWO.
