Donald Trump says hell jail opponent Hillary Clinton if he wins the presidency.

Ari Fleischer, White House press secretary under George W. Bush and a supporter of Trump, wrote: Winning candidates dont threaten to put opponents in jail. Presidents dont threaten prosecution of individuals. Trump is wrong on this.

On the other hand if he were to (as he said) ask the AG to appoint a special prosecutor to investigate a case where there are allegations of serious lawbreaking resulting in a threat to national security and a subsequent apparent coverup by high government officials, that would be the opposite of abuse of power.
The line about her being in jail wasn't a threat or a statement of intent, it was a reponse to her saying how pleased she is he isn't in charge of the law in the USA and he replied with a zinger, not a threat. Anyone wringing their hands over it is a fool, a liar, or both.

Nice try, enemedia, but the people get it. Trump meant that with himself as President, justice would be dealt even handedly, unlike now. Based on the facts, this would inevitably lead to jail time for the Clinton`s. Trump speaks like normal folk, and normal folk understand what he meant.
