I was going to point out that the UN charter prohibits a citizen from a permanent member of the security counsel from being secretary general, but I can see a number of ways around that. The most obvious is the UN amends it rules to allow it, mostly because it would be a poke in the eye of the US. But wouldn't such an action require some involvement of the US government?
