Tulsa County DA: Charges of manslaughter in 1st degree will be filed against Officer Betty Shelby.
I expect some kind of plea bargain to come of this.
Looks like the sentence is maximum 4 years. If the dude was on PCP, might be able to plead it to probation or even to a misdemeanor, giving up her certification. If the DA doesn’t offer that, she’d probably be better off rolling the dice at trial. Of course, this may be the DA’s offer, with a threat to come out of the grand jury with a murder indictment if she won’t plead to this.

Your argument sounds reasonable but shooting to wound is an invention by people with very little to no experience firing a handgun.

A warning shot is also not done for reasons that you are firing a bullet and gawd knows where it will end up and if you are firing, that is using deadly force.

Incorrect description of events. 911 calls claimed he was driving in oncoming traffic. Also calls claimed vehicle abandoned in center of road. 1 minute and 30 seconds of footage is not shown before helicopter came in. Man came up behind her while she was investigating the car spooking her and he was not obeying instructions earlier repeatedly going for his pockets. He did walk to car with hands up despite police yelling stop. He did bring his hands down and reach for driver door handle with right hand w/left hand seeming to go into the vehicle. He was under PCP influence and it was determined to be the case. She shot him same time he was tasered. Not separately. Regardless of all this I don’t get why police procedure does not include tasing him before he got near his car door. Makes no sense to let him have chance to reach for a gun.

I read today she hadn't turned it on. She was on her way to a domestic dispute when she came upon Crutcher's car in the middle of the road.

When the subject walked back to his vehicle, it was obvious he was disregarding any commands given to him.When he arrives at the vehicle it appears he is attempting to reach either the door or to reach into vehicle. At that point the Officer had to make a spilt decision..Can’t believe the police allowed the subject to walk back to his vehicle. Vehicle stops are the worst because,as seen , it can go sideways real quick.Unless you have been in that position, do not be too harsh to armchair quarterback. It is increasingly becoming more and more difficult for police to take any action
Taser is useless when perp is full of PCP.
Looking at the totality of the circumstances, reaching into his pockets alone makes a pretty good case for making a reasonable officer feel threatened.
Don’t be surprised if Officer Shelby is tried in federal court.
I don’t know where you are getting your information but I suggest you do a bit more in depth research.

Since she parked well to the right of the suspect’s car, it is unlikely it would show anything useful. Her light bar was on, so the camera was likely on. I do recall the police chief saying that he was releasing the video from the other cops in the area, even if it didn’t show anything, since he figured the public records requests were going to ask for it anyway. So the video from her car should be out there although the link for the Public Affairs office appears to be broken.
Tulsa and Charlotte are textbook examples on how do it right, and how to do it wrong. Charlotte probably needs to look for a police chief that isn’t an affirmative action hire.
I would be surprised if they didn't have ALL witness statements within HOURS. You don't need forensics to know that the guy was killed from a shot by the officer. The ONLY question was whether the officer discharged her weapon within department guidelines and within state laws. Guilt or innocence will come from her trial. Cops arrest on mere suspicion and the DA charges on reasonable expectations all the time.
