Seeing as it was Chelsea, it could been those Irish guys, Gerald Fitzpatrick and Patrick Fitzgerald.
Given that pipe bombs were found on NJ Transit tracks in Elizabeth it is a good bet these guys had just planted them and were returning to base. And I bet the NYPD had a lot more to do with this than the Feebs.

Why would the FBI make a traffic stop? How did they know these guys were suspicious? What was written in Arabic in the note left with the second bomb?
