A Mexican lawmaker is pushing for a law that would make it extremely difficult for a president Donald Trump to erect a border wall without severe penalties.
The Hill reported: A Mexican lawmaker is pushing legislation that would let Mexico's government retaliate against a possible Donald Trump presidency, Reuters reported Friday.
The legislation is designed to counter any attempt from the U.S. government to make Mexico pay for a wall on the U.S.-Mexico border, and gives the Mexican Senate power to disavow international treaties if Mexican national and business interests are threatened by another state.
"In cases where the property/assets of [our] fellow citizens or companies are affected by a foreign government, as Donald Trump has threatened, the Mexican government should proportionally expropriate assets and properties of foreigners from that country on our territory," the preliminary summary of the proposal said.
Senator Armando Rios Piter from the center-left Party of the Democratic Revolution will present the legislation next week in hopes of sending a message to Trump about his immigration policy.
"At a time like this, it's vital for us to understand why this relationship benefits both. We're neighbors, we're friends, we're partners," Piter said. "[Trump is] putting [that] at risk."

I believe those ‘payments last year from Mexicans in the US, legal and illegal, totaled 24 billion dollars. A ‘fee’ of 4-5% on the transfer of those remittances could raise over 1 billion per year. The wall has been estimated to cost 10 billion. Considering these projects are usually budgeted over 10 years-——a wall payed for in 10 years by Mexicans. BTW, a ‘fee’ on remittance payments is nothing new. The U S did it to Cuba for decades.

Mexico’s illegal drug industry is facing a distribution road block if the wall is constructed. The biggest noise against the wall will come from those directly benefiting from illegal drug money and the associated payoffs.
I believe the Mexican criollos, of primarily Spanish descent, are pushing out the lower classes across our borders. It is a devious, racist, ethnic cleansing in a country that is more culturally stratified than you can imagine. It is similar to the apartheid we saw in South Africa. If there was a perfect example of cultural racism, Mexico is it.
Trump and congress should stop all foreign aid to mexico and the rest of central america.

Put a 5% excise tax on money transfers and payments to Mexico.

It’s like the value of fiat currencies - intrinsically all worthless, but some are worth even less than others.
If Trump was called on it, he could say he was protecting against possible invasion by the Mexican Army. Turn the argument around against them, so to speak.
