This is not a drill. The Obama administration just implemented a new regulatory change that has sent the entire firearms industry into a tailspin overnight.
A key ingredient necessary for making gunpowder has been re-classified as a high explosive, making it illegal for any company within the industry to transport or store it as they have for decades.
It all stems from how the ATF regulates a chemical compound known as nitrocellulose. For decades, the firearm industry has been allowed to store and transport wetted nitrocellulose without having to treat it as a high explosive. Manufacturers deliberately mix the chemical compound with water to make it less volatile.
Overnight, the ATF just completely changed its regulations, turning everyone in the ammunition industry into felons if they do business the way they have for decades.
The entire industry is now at a standstill. Without nitrocellulose, you cant make smokeless gunpowder. Without smokeless powder, theres no ammunition.
This is the real deal. If this regulation stays in place, it will take months for the industry to recover and send ammunition prices through the roof!
Theres nothing sexy about ATF regulations pertaining to wetted nitrocellulose. This isnt going to get any coverage in the media. Start talking to the average American about nitrocellulose and other chemical compounds and their eyes will start to glaze over.
The chemistry isnt really all that important. This new regulation has ground the entire domestic ammunition manufacturing industry to a halt.
The ATF gave the industry no notice. No grace period. This came down overnight. The entire supply chain for this crucial gunpowder component is now non-compliant.
This isnt the first time that Obama has gone after ammunition components. Two years ago, the administration shut down the last remaining lead smelter in the United States.
Just a few weeks ago, the administration redefined the term firearm manufacturer to include gunsmiths, forcing thousands of small businesses to pay thousands of dollars a year in new fees to the State Department just to be allowed to stay in business.
Obama knows that any grandiose attempt at disarmament will fail. They tried to push gun control through Congress in 2013 and failed miserably. So, they are doing everything they can behind the scenes to attack the firearms industry and gun owners alike.
They just made it impossible to commercially produce gunpowder in the United States. Left unchecked, this regulation will leave gun shop shelves bare. If the industry is able to recover and become compliant, say goodbye to affordable ammunition.

ATFs June 2016 Explosives Industry Newsletter included a brief discussion of Nitrocellulose,and attempted to clarify the circumstances under which wetted Nitrocellulose is considered a high explosive under 27 CFR, Part 555. As with all explosives, ATFs focus is on the potential
public safety risks associated with materials that can be misused or diverted to unlawful
purposes.
Subsequent contact from industry members who import, transport, store or employ wetted Nitrocellulose in the production of ammunition, however, has brought to our attention issues that were not fully addressed in the Newsletter and require further consultation and consideration with the industry.
Accordingly, ATF has and will conduct further industry
outreach concerning wetted Nitrocellulose.
**** In the interim, previously authorized industry practices concerning wetted Nitrocellulose will not be affected.******

I don’t see big news about gun manufacturers raising cain and threatening lawsuits, and when has the government ever passed legislation that killed the gun manufacturing business?
After all there is the military to consider....

Nitro Cellulose we made as children, nobody cared, gun cotton. Get nitric acid from a gold store, add real cotton, and bingo, nobody cares.
They are a useless, duplicate agency, which is why their title is 3 disparate items. Remember Waco TX when the ATF needed funding how they crushed children under tank treads.

One guy wrote...the atf doesn’t regulate hasmat shipments, the dot does.Second nitrocellulose is listed as a propellant and it takes over a year to change shipping requirements as they must be published first.
I am not worried about this one. Congress won’t let it stand.
BATF, Education, Energy, Health, EPA. Quite a few commie bastions he could do away with.

They didn't "crush children under tank treads" - they burned them alive.
The timing is most destructive to Democrats. Everyone is sighting in new scopes and firearms for the upcoming deer season this fall. Tens of millions of voter deer hunters nation-wide. Political suicide with a dead man switch explosive attached just to be certain.
Just think about how many precious children these new regulations will save from horrible deaths at the hands of right-wing terrorists.

To be perfectly accurate, this is not an ammo ban. It *may* increase costs, because ammo manufacturers must ramp up record keeping and change storage somewhat.
I also take heart that the model rocket hobbiest community, a MUCH smaller market, had something similar promptly challenged, injuntioned into non-enforcement, and removed when ATF classified model rocket propellant as an explosive. The ATF did the same shenanigans ... just reclassified without going through the proper proposal/advisory period.
If the model rocket people can reverse the ATF, and quickly, so can (and will) we.
Of course, this begs the question of the utter lawlessness exhibited by the ATF.

They say they are going to reevaluate and work with industry. In the meantime, the old rules continue as they were.
