SOunds like N.C. Troopers have not improved since I had run-ins with them in the early 79’s. A-holes then, everyone I encountered.
I always like to give the police the benefit of the doubt. But this crap is getting ridiculous and is akin to a judge ordering a court bailiff to open fire on someone in the courtroom if that person does something the judge didn’t expect and doesn’t understand.

I didn’t know that one who is legally deaf was permitted to drive. He shouldn’t be.
Methinks it might be a good idea to either have a “Deaf Driver” sign on their cars or some notation attached to the Driver’s License, License Plate or VIN.
It doesn’t excuse the driver if he was acting a fool, but it should reduce misinterpretations on the part of the cops.
Sad story, speeding should not be a capital offense.
Since cops rely 100% on computer databases, there is no excuse for the trooper not knowing he was dealing with a deaf driver. A mistake he will have many years in prison to contemplate.

Don’t blame the victim for police stupidity. Cop should give percentage of time and salary to wife and son until he retires AT LEAST!
